The Reserve Bank of India introduced the Agency for Specialized Monitoring (ASM) Mechanism to enhance oversight on fund utilization and prevent financial fraud, particularly in response to the surge in bad debts within the banking sector following aggressive lending to infrastructure projects post the Great Financial Crisis (2008-2010).
